It's fairly easy to get listed on some blacklists, especially spamcop.
If an ISP has a customer with an infected, spam-spewing computer using
an address on one of the ISP's class C address blocks, spamcop will list
the entire block.  A lot of ISPs (the good ones anyway) are pretty
proactive in addressing such issues and will quickly address issue of
the infected customer's system and contact spamcop to get the block
unlisted, which is also fairly easy, in which case the black listing
disappears.  I've seen this happen to some major ISPs, and it's usually
fixed within a day or so.
