As an Australian, you should be used to technology taking a back
seat to the needs of law enforcement.

The release of ETSI ISDN was delayed for years in .au as the local
telco monopoly (Telstra) was forced to make it wiretap friendly.

I hear that similar things are happening with VOIP today.
