Nathan Kline was a New York-based psychiatrist whose speciality was mass
forms of social control. One of his more-notorious proposals (from the
1960s, or early 70s) was to chill out dangerous social situations, like
riots, by putting Lithium in the public water supply. Kline was not
officially connected to MK-Ultra, but (more importantly for researchers)
he was a U.S. correspondent of the Tavistock Institute, MI-6's premier
psychological warfare think tank. New York University has named one of
its units the "Nathan Kline Institute for Psychiatric Research."
