Yes. He was Colonel Lafayette Baker, head of National Detective
Police (NDP), sort of a Union "FBI/CIA." I covered what you
refer to in a past issue of Conspiracy Nation, titled (I think)
"Ray Neff Discovers Coded Message." I'll look for it.
