This section consists of materials that may be among the most important
you will ever read. As modern technology provides humankind with
capabilities never even imagined by many of us a decade ago, we can be
sure that the global battlefield of the 21st century will be over
information -- the dissemination or withholding of facts, the
interpretation of events, the presentation or distortion of ideas and
ideologies, and the communication of messages and symbols carefully
prepared to provoke a particular reaction, either conscious or uncon
scious, from a target audience.
The importance of communications in the context of the north-south
conflict can scarcely be under-estimated. By using communications as a
tool of control, wealthy nations will be able to re-establish their
colonial empires (as has already been done in some places) through the
"invisible dominance" of the media, the manipulation of economies, and
intrusions into social policies.

This kind of neo-colonialism can be even more deadly than the old
administrative variety because it is far more difficult to fight. In
place of the arrogant colonial governors and their hand-picked
surrogates there there will be otherwise-ordinary sympathizers of
foreign governments operating within a network of paid, trained
surrogates -- making it difficult if not impossible to prove who really
runs things. If this at first seems far-fatched, take a look at the 1987
executive order that effectively put the domestic economies of African
nations into the hands of the U.S. Department of State, the Treasury
Department, the military, and the Central Intelligence Agency.

But instead of holding these powerful agencies accountable for the
events that shape their lives, the target populations will be aware only
of the actions of local collaborators within their own societies --
people who themselves do not fully understand this new kind of "order."
Ultimately, it is through the control of communications that people will
be "pacified." People will be persuaded to see the powerful nations of
the world, not as oppressors, but exactly as the media portrays them --
distant, benevolent world "leaders" who, at worst, are doing not enough
 to help their sisters and brothers in the so-called "third world."

The signs are already there. Western policy makers speak earnestly of
"partnerships-in-development" with the nations of the southern
hemisphere -- even as literally billions of dollars flow every year from
the "poor" countries to the rich in the form of debt service payments,
trade imbalances, the extraction of valuable minarals, and the fraud of
currency "reform." Foreign-sponsored "technical assistance" workers take
over the management of ministries and academic institutions under the
guise of "civic society," even as carefully-organized structural
adjustment schemes make certain that these same institutions are too
cash-starved to serve the real purposes for which they were created.

And wherever subtle manipulation fails, the use of force is always an
alternative -- like in the 1991 War Against Iraq, the suppression of
democratic elections in Algeria a year later, the infamous "humanitarian
mission turned police action" in Somalia, the U.S. terror bombing of
Libya, the invasions of Panama and Grenada, the carefully-orchestrated
ouster and reinstallation and retirement of Jean Bertrand Aristide in
Haiti, the use of "forceful persuasion" in Nicaragua, and much, much
more -- not to mention Chile, Vietnam, Indonesia, Korea, Guatemala, and
a score of other countries which have "benefited" from the "guidance" of
rich countries like the U.S.A. But the bottom line in all of this is to
communicate ideas and information to target populations in a way that
will arouse the desired response -- whether that be fear, a false sense
of hope, or simply confusion. This page is intended to help break

Official Definitions A useful collection of terms and definitions as
used by the Washington power establishment.
Social Sciences and Political Intervention What passes itself off as
project-centered "development assistance" may in reality consist of
dangerous manipulation of culture and social relations in the southern
hemisphere. Because of the enormous monetary advantage enjoyed by donors
of "aid," they are often in a position to do extensive psycho-social
studies of target groups and to exploit them in ways that would not
occur to most people, even in our worst nightmares.

Propaganda in Theory and Practice: What Makes It Work? This report
provides a basic description of contemporary propaganda and psy-war
activities, with an explanation of how people can be "scientifically"
deceived.

'Civil Affairs' and 'PSYOPS' page -- an interesting and
highly-informative collection of materials and links on the subject of
psychological operations.

The International Conference on Population and Development (ICPD) A
Programme of Action presented at the conference calls for massive
propaganda effort, utilizing the mass media, non-governmental
organizations, commercial entertainment, and academic institutions in an
effort to "persuade" people in developing countries to change their
fertility preferences. A revision to the original text added to
accommodate representatives from developing countries urges that
communications activities carried out by donors "for advocacy purposes
or to promote particular lifestyles" should be labeled in such a way
that the public will be aware of their purpose and that "the identity of
sponsors should be indicated in an appropriate manner." Despite this
recommendation, which imposes no mandatory restrictions on aid donors,
the "communication" section of document remains a very dangerous and
politically-explosive agenda.

The Population Communication Project The U.S. Agency for International
Development has poured tens of millions of dollars into a "mass media"
influence campaign that uses tactics borrowed from military psy-war
operatives. In fact, the contractor working as a proxy for USAID in this
case was also under contract to the U.S. Army to prepare teaching
manuals for psychological operations.
