Oh, please, dear folks, do not fall for the trap of internet voting. There
must be a paper trail or you are perpetuating what we have now in the
United States -- a completely sham democracy where everyone can "vote" but
where no one is allowed to check or double-check any of the results. Except
in 70% of New Hampshire, our nation's votes are "tallied" by computer
systems. It is ILLEGAL for citizens to doublecheck the computer by counting
the votes on the spot. Any citizen or group of citizen who tries this will
be arrested. Furthermore, most of the systems get software and expert
"help" from one of the relatively few big computer softward companies that
program the computers. Relevance Magazine, one of the best research
publications going did an article in Dec 96 called Pandora's Black Box: Did
it really Count your vote? ---- my website, www.networkamerica.org deals
with this subject extensively. Internet voting would be good if we could
guarantee that 1) only those eligible to vote were voting; 2) the votes
were counted fairly and honestly ( and without accidental programming
errors) at command central.
Unfortunately, due to the human condition and human nature, I don't believe
either of the above is possible -- ever. You need pre-registered, eligible
people (30 days in advance), you need checks and balances that only those
eligible vote, and then you need paper ballots that can be counted and
re-counted and re-counted on the spot, by neighbors from that precinct, in
broad daylight, and then post the the results in public BEFORE the ballots
leave the precinct. Then, and only the, is it possible to prevent the
massive rigging of an election from a central location with the flip of a
switch. As Joseph Stalin is reputed to have said: "Those who vote decide
