HILL RUN HATCHED DURING BILL'S TRIAL: BOOK

WASHINGTON - Hillary Clinton's secret plan to move to New York
and run for Senate was hatched in the middle of her husband's
impeachment trial, according to a new book.
She spent four hours at the White House with the president's
chief of staff, Harold Ickes, on Feb. 12, 1999, poring over
demographics and ignoring the president when he walked in and
began to talk about his impeachment woes.
The book says the president sat at a table with Hillary and
Ickes, who were eating lunch and talking New York politics, and
tried to join the conversation by mentioning his strong showing
in Herkimer County in the 1992 and 1996 election.
Peter Baker's book "The Breach," published yesterday, also
reveals how strongly Ickes pushed for Clinton's resignation
during the impeachment crisis.
It says Ickes tried to line up senior Democrats in Congress, plus
influential White House friends like union leaders, and then met
with AFL-CIO President John Sweeney to push the idea of a
presidential resignation, the book says.
"Let's wait and see, Harold," Sweeney is quoted as saying, when
the two men dined at the Washington Hilton Hotel. "Let's see how
this unfolds."
Baker, a Washington Post writer, was a leading Sexgate reporter.
At least one of the people mentioned in his impeachment book -
ex-Republican Rep. Bob Livingston of Louisiana - is disputing its
charge that he once wavered in the drive to impeach Clinton.
Livingston, now a lobbyist, wrestled over impeaching Clinton and
came around to the idea after learning about allegations from
Juanita Broaddrick that Clinton raped her in 1978, the book says.
"It's not true. [Livingston] never wavered for a moment," former
Livingston press secretary Mark Corallo told The Post yesterday.
Among other revelations, the book says:
* Sexgate prober Kenneth Starr investigated 21 women linked to
Clinton.
* Hillary Clinton shot down a plan to avoid impeachment by
letting the president stay in office but strip him of his pension
for five years - mainly because she was the main breadwinner and
didn't want to support him.
