FOLLOW THE CHAD

The world might never have learned of Pasquale "Rocco" Ricci, except for
Woody Jenkins, the unsuccessful Republican Senate candidate in Louisiana in
1996, who lost the contested 1996 US Senate race by a hairsbreadth margin to
Democrat Mary Landrieu.

Allegations of voting irregularities by Republican Jenkins led to a year-long
investigation; and though Jenkins was eventually adjudged to have lost by
5,000 votes after a fight that reached US Senate chambers, the probe quickly
came across evidence of massive bribery.

This became the focus of the investigation that followed, leading to charges
that Elections Commissioner Fowler had squandered $8.6 million in state money
on worthless election equipment, and taken kickbacks from voting machine
contractors working for Sequoia Pacific, all in a scheme engineered by that
company's executives.

Rocco Ricci, we learned, was a "long-time" associate of the Commissioner of
Elections. He was even married, we were startled to learn, to a woman,  Joy,
who worked right in the Election  Commissioner's Office!

Though Fowler's conviction was relatively big news in the state's two major
newspapers, the New Orleans Times-Picayune and the Baton Rouge Advocate,
neither mentioned the name Sequoia Pacific, which must be, corporately,
either very lucky  or extraordinarily-well connected... Amazingly, they had
been successful at keeping the company's name completely out of local
newspaper and television coverage.

That's clout.

So, although both the Asst. DA and the defendants own signed admissions
stated that the entire scheme was carried out on behalf of the Sequoia
Pacific Corp.,  the firm garnered zero negative publicity. No 'bad pub' at
all.

This is truly remarkable, considering that Sequoia Pacific had just been
exposed as being responsible for a scheme  that suborned and throws into
question Louisiana' s entire electoral process...for a decade.

Sequoia Pacific�s Regional Manager, Phil Foster,  fingered by both Fowler and
Ricci as the prime mover in the scheme, remained un-indicted. Still, the
investigation was ongoing, according to Asst. Dist. Atty. Sandra Rebes, who
led the prosecution. One example she cited of Foster�s hands-on involvement
was Foster's recruitment of his own brother-in-law, Donald Philpot of
Birmingham, Alabama, to help launder the kickbacks.

Almost twenty assorted vendors and corrupted elections officials have been
convicted so far, including two Florida businessmen we immediately dubbed
"The Sunshine Boys."  Glenn Boord and Ralph Escudero owned a now-defunct
voting-machine company, Uni-lect, associated with Sequoia Pacific. They pled
guilty to conspiracy to compound a felony (public bribery).
Many questions remain unanswered...

Did service malfunctions of Sequoia Pacific's contribute to--or even cause--
Florida's Voting Snafu and the resultant electoral chaos?

Did Pasquale "Rocco" Ricci, of Marlton, New Jersey, have himself a sweet
little private deal in Louisiana?
Or  is there a larger (read Mob) presence involved?

Could this be why Florida, alone among the 50 states, fouled-up so badly?
