Quietly planned is a House International Relations Committee mark-up at 10 a.m. Wednesday, May 2 of a Foreign Relations Authorization Act including payment of alleged "back dues" to the United Nations. "Bush and House leaders figure the current China dispute and Free Trade Area of the Americas controversy have received so much news coverage recently, the public has forgotten all about the extortionate UN payment," the VTA said. Committee members including Chairman Henry Hyde (R-Ill.) and other House members had received so many letters and phone calls against the UN payment that original scheduled mark-up of the bill Mar. 21 was suddenly canceled Mar. 20 and postponed "indefinitely" without explanation, the taxpayer organization said. "The reason the U. S. does not owe the UN back dues," the VTA said, "is that we have spent about 19 billion on UN peacekeeping activities since 1992. Rep. Roscoe Bartlett (R-Md.) has repeatedly brought out that we have been credited with 1.8 billion of that against UN dues. So a precedent has already been made that if we spend money on an authorized UN peacekeeping activity, those monies that we have spent are in lieu of dues. "Thus there is about 17 billion still outstanding that we have received no credit for, and the U. S. does not owe the UN a dime for any dues." The bill passed the Senate 99-0 Feb. 7. Backers said the UN will get the money in exchange for reducing the U.S. share of the UN operating budget from 25 percent to 22 percent, and the U.S. share of the peacekeeping budget from 31 percent to 25 percent. "However, the UN allowed the U.S. share of peacekeeping to decline only to 26.5 percent," the VTA said. "And while Senate Foreign Relations Chairman Jesse Helms said we would save 170 million a year under the bill, it would tak e a lifetime of such small savings before we could begin to break even with the UN. Senators also admitted in floor debate that the UN had not carried out all legally required organization reforms. "Now Bush and House leaders, working closely together, figure it's 'safe' to move ahead with the objectionable bill, in view of so much other distracting news daily hitting the forgetful public. "While citizens may attend the May 2 mark-up, they may not speak, nor may they obtain a copy of the bill in advance. The committee has even refused to assign a House number for the bill, normally desired for quick reference. They want the bill to be railroaded unchallenged through both houses without any committee hearing including opponents, and through the entire Senate in a single day, under a special rule permitting no amendments to be offered. "Obviously, if the measure were not an unconstitutional scam, why would UN backers be so afraid for the truth to come out in the legislative process?" Additional reasons why the UN does not deserve more taxpayer funds, cited by the VTA include: ** "In the U.S./China dispute, the UN has played no part whatsoever, and no one even expected it to, although Kofi Annan belatedly did offer his services, which were not used. ** "The UN will hold an 11-day 'summit' on small arms beginning July 9 in New York, where delegates will attempt to create a global standard of gun control, banning civilian fire arms ownership in the U.S. as well as the rest of the world. ** "Britain's Secretary of State for International Development has sharply attacked the UN for failing in its peacekeeping duties in Sierra Leone. ** "The UN Commission on Human Rights, caving in to powerful financial interests, abjectly failed to condemn China's murderous anti-family practices. ** "Although the Bush administration says it does not favor the UN-sponsored International Criminal Court, which might prosecute U. S. citizens, the dangerous ICC is nevertheless brought nearer by the administration's repeated insistence on prosecution of Milosevic by the International Court at The Hague. ** "Even liberal Sen. Russell Feingold (D-Wis.) in January, 2000 expressed serious concern over notorious corruption in the UN bureaucracy, which UN backers claim 'has all been taken care of,' although at the beginning of this year the bloated UN Office of Public Information still had over 800 people (Senate Foreign Relations Chairman Jesse Helms 2/7/01)."
