Who shall provide the "real education" that we need regarding family

E.g. Is it your expectation that all population groups will spontaneously
realize
that they should do the family planning and child rearing necessary to achieve
world population reduction?
Or, does someone need to write a curriculum for the "real education" that
is required
to be done to achieve world population reduction?
Who shall write the curriculum? Who will implement the curriculum? Should
the curriculum be targeted at specific populations?
Shall those who write and implement the curriculum target the "real
education" and
consequent population reduction to specific populations that are
historically troublesome,
backward, or otherwise undesirable?
If the world population is to be reduced, does it matter which specific
populations are
reduced?
