The only thing we could find out about this was the obvious fact that
/var/lib/dpkg/diversions didn't match the system state. No chance to
know what caused it anymore and no other similar reports, so I don't
see any point in keeping this bug open for another two years.
I'm closing this. Sorry it didn't work out.
