"apt-cache showsrc xfree86" would give you a list, but all I would

changed package shortly.
Still, I do think it's wrong of you to set the severity to "serious
policy violation", a release-critical bugtype that'll prevent the
package from entering testing, simply because you can't build a package
made for unstable without actually having unstable. Of course I see the
value in doing that, and wouldn't mind fixing it, but potentially
preventing testing users from using a new wine release just for that is
meaningless, especially if you also demand significant rework the way
you do in the rest of your email. Fortunately, doing such a split just
to change the build dependencies is totally unnecessary, Debian
packaging is more flexible than that.
