This actually refers to section 3.7 of the menu manual, not of menu policy,
and this is quite accurate:

  3.7. The `icon' field
  ---------------------

     Debian package maintainers should ensure that any icons they include
     for use in the Debian menus conform to the following points:

     1.   The icons should be in xpm format.

So this is not a bug in lintian.

Eight wrong don't make a right.

I proposed nearly two years ago to improve icon handling, but no one
volunteered. If nothing come out of this I will add a field icon_png 
for PNG icon, but the menu system has to keep low requirement on the
window manager.
