Since the maintainer doesn't seem to care about it anymore and I recently found the "package" ftp.debian.org in BTS, I'll reassign the bug and hope, I'm right there/here :) The maintainer of libpam-encfs already changed the Section in the package, could you please also move the package to section base, where all the other libpam-packages reside already.
