This bug report is incorrect.
Every separate use of --disable-epsv toggles the use of EPSV, and those
occurances used in the config file are no different than others. So, once in
the config file and once on the command line puts the state back to where it
started.
You may of course consider this an inconvenience and subject to change, but it
made like this by design.
Of course it could be seen as a faulty design, but then the bug report name
and description ought to be updated to better reflect that.
