This font contains bitmap glyphs for sizes <= 16pt. This is intentional as for chinese users it's more important to have clear glyph rendering than anti-aliasing. If you don't like it, reconfigure fontconfig and turn off the bitmaps. Then it should be like you expected.
I have bitmaps turned off and I haven't used Chinese fonts at all in those Qt apps. I use the Bitstream Vera fonts in Qt apps which also appear as bitmap fonts when I have this particular package installed.
If you don't have any additional issue fith this font, I will close this bug.
I don't think that would do justice to the problems it causes: it influences all fonts <= 16pt in Qt apps, it seems. I have no idea why only in Qt apps, though.
