Bug#406449: libqt4-ruby1.8: devel tools are missing

Yep, I just realized recently that they were not build automatically from configure/make (at least by the wrapper I'm using). I'm preparing an upstream releases that fixes many segfaults as well, I'll include the tools at that moment.
