How could this be?
$ w3m -dump http://bugs.debian.org/439960|grep 438980
Report forwarded to ... [EMAIL PROTECTED],
$ w3m -dump http://bugs.debian.org/438980|grep 439960
$

That's because any CC, X-Debbugs-CC, To, will get hijacked
by a Subject: with a bug number in it. Which is indeed
documented I recall, but at least don't say "Report
forwarded to" above, when it is not true.

Solution perhaps: simple: just don't let Subject override
To, etc., just like mail acts in the first place.

OK, I cloned the above bug instead now.

$ reportbug ...
Enter any additional addresses,
but not ones with bugs.debian.org!:-)
