I am too unfamiliar with theses tools to give an advice...
I just edit po files with vim.

The Debian menu sub-policy says that
Apps/Text:        text oriented tools other than editors
Apps/Programming: debuggers, etc.
Apps/Editors:     text editors, word processors

The number of menu entries in each categories:
Apps/Text:        40
Apps/Programming: 151
Apps/Editors:     118

I _think_ Apps/Editors should be reserved to editors that can produce
documents (even if they are only plain-text), and so is ruled out.

I suppose I would favor Apps/Programming because kbabel look like a IDE.

Of course it is best to add menu hints like "l10n". It is also possible
to use subsections of the above, but that must be done very carefully,
because a subsection with only one or 2 items is ugly, so you need to
expects users to have either 0 or >=3 programs in this section.

Once sarge is released, I will launch a dicussion to update the menu
subpolicy. Afterward you will have cause to use these nifty l10n tools
since you will have to update the menu-section.pot files :).
