This statement is untrue. In
http://www.linux-france.org/prj/imapsync/dist/imapsync-1.286.tgz, there
is a require when needed, but this one is commented out, too. This bug
is fixed in a later upstream version, though.

I don't see at all how this rant against packagers is related to the
obvious bug in Version 1.286.

Did you even bother to check whether debian uses automatic tools to find
the dependency?

And now to something productive: Debian should just upgrade to a newer
upstream version to fix the bug.
