A snippet from the powerpc [0] build log:

This also happens on ather buildds like armel [1]. The file command
seems to be used without depending on it. The build does not fail, not
sure how important it is. The mipsel buildd [2] has "file" allready in
its chroot so no failure there.
Could this be consistent? Please depend on file if it is required or
drop its usage :)
