I attach the trivial solution for the bug: the library header
cuneiform.h is packaged as libcuneiform-dev.deb

Please consider for inclusion.

Perhaps it also makes sense to split "cuneiform" package into
"cuneiform" (binary only) and "libcuneiform" (.so only) and update the
dependencies.
