There is already software in Debian that will look at video data on non-CSS DVDs.
I think it is fine to include the software you propose and is probably even acceptable to use libcss if found. If libcss usage becomes a problem, I think there may even be ways around that. We could create a plugin architecture that has utility beyond just loading css and people who care about css could write a plugin to this architecture.
