We have a \IMail\Declude\$default$.JunkMail file that basically ignores all spam tests. Then, for customers who want spam filtering, we have IMail\Declude\domain1.tld, \IMail\Declude\domain2.tld etc.
What I would recommend that you try in this case is to have the REDIRECT lines in the \IMail\Declude\$default$.JunkMail file -- they should work fine in there, too.
It doesn't look like that helps.
I try sending a mail with lots of words that will trigger filters to a filtered domain, but in the spamlog this appears:

That message should be held at weight 20, but JM says the last action was IGNORE and the message was delivered. I don't know why.

I've renamed \Declude\folvell.net to something else, so that JM won't accidentally read the config file from that directory.
Again, REDIRECT works fine in username.JunkMail files, but not in $default$.JunkMail. Might it be a bug in 1.70 beta?
