It's not actually a Firefox OS vs Android thing. It's an installed app vs non-installed application. If you install an application with our Web Runtime on Android, you should have the exact same behaviour as an installed application on Firefox OS. Otherwise, there is a bug. The idea being that when an application is installed, the user trust it enough so we don't have to worry about "annoyance" that screen lock can do. Also, regarding UX, it is way less weird to have an app changing the screen orientation (there is less chrome) than a web site.
