Which will only apply to new computers. Existing installs from 2017-
2019 will need to be supported for a long time. Like I said in a
different email, top tier PC manufacturers such as Dell and HP have
been selling PCs without Windows, configured in legacy mode by default
and that's probably what most people, who purchased them, use.

Only a recommendation, they aren't mandating it. What matters is what
PC manufacturers will actually ship. AMD doesn't have much control over
that, compared to Intel. But I suspect PC manufacturers will follow
Intel and move to UEFI only as well. But, once again, this is for new
systems. Systems, purchased in 2017-2019 aren't "legacy" and you can't
force people to reinstall their operating systems or risk losing their
data.

Only for new computers, sold with Windows preinstalled. Existing
Windows 10 installs are still supported. In fact, Fedora has dropped
i686 support before Windows. You can download the latest Windows 10 for
32-bit computers. They've only dropped 32-bit support for OEMs. But
anyhow 32-bit vs 64-bit is a whole different story, this is about the
bootloader.
