Yes, the infrastructure grants have the expectation that mostly companies will apply, but I think it's definitely realistic that a non-profit could get grants under the program and the original legislation and guidelines specifically allow it. If you're doing an infrastructure project, your challenge is demonstrating financial and technical capacity. I know there are other npo's applying for mapping, public access computing and sustainable adoption projects. May be worth looking at the FAQ posted on their site as well.
