Yes, the  infrastructure grants have the expectation that mostly companies will 
apply, but I think it's definitely realistic that a non-profit could get grants 
under the program and the original legislation and guidelines specifically 
allow it. If you're doing an infrastructure project, your challenge is 
demonstrating financial and technical capacity. I know there are other npo's 
applying for mapping, public access computing and sustainable adoption 
projects. May be worth looking at the FAQ posted on their site as well.

What do people know about the Broadband Technology Opportunities Grants?  Is
it realistic for a nonprofit to get one of these grants?  In looking through
the grant application, it looks like it's pitched towards really large
telecommunications companies that could cover several states:
