It's my impression that the major national telecom companies are 
requesting only a very small fraction of the total available 
funding, e.g., see:

Perhaps rural ILECS will seek and obtain a larger share, though 
mostly they're likely to be funded instead via the USDA's BIP 
program.

Here in Massachusetts, collaborations of nonprofits and 
government agencies are taking the lead:

* a 100 million dollar request by the Mass Broadband Institute, 
which was created by the state legislature
