We are mainly looking for the few pieces of MS Project that users utilize the most. Task/Milestone management including linkages, Gantt charting, Resource allocation and leveling. We did look at AgileAgenda but as you said it's not open source. Thanks for you input. I'll probably end up building from scratch.

If you broaden your search to also include PSA (for professional services automation) you should come across something on SourceForge. The only Flex/AIR based PM app I've come across is Agile Agenda (www.agileagenda) which won the AIR Derby last year at MAX. It is not open-source.
