For the Column tag, the maxLength attribute elipse functionality does not
always work.

Initially - When a column tag interprets a string less than 10 characters (when
maxLength=10). The elipse functionality is not initialized - Correct!
But.. when the string is edited to be more than 10 characters, and the column
tag then interprets the string again, then the elipse functionality only
partially works, in that, the 3 dots display after the 10 characters, but the
elipse popup which shows the entire string does not appear when the string is
hovered over with the mouse pointer.
The elipse popup will work properly in the scenario where a string is initially
displayed as > the maxLength, but not when edited and the screen is
re-displayed. Just a normal alphanumeric string was used when this issue
occured.
Has this issue been seen before? I couldnt find any open issues related to
this.
