No, LibreOffice development is not attached to any management fad. Your essay would merely document coincidentally overlapping characteristics of agile and the actual things going on in LibO development.

Before being deployed, organizations require the software to meet
certain requirements. In this specific instance, both Section 508, and
ADA. If those checkboxes aren't ticked, LibO won't be considered.

Expecting an organization to fork LibO, simply to ensure compliance with
local law, is way beyond the pale.

Talk of forking is not fitting as there is zero chance documentation contributions of this genre would be refused. What is way beyond the pale is considering LibO to be some dispenser of free beer eternally running on unpaid labour.
