Hi Keith,

looking at the documentation at 
https://wiki.duraspace.org/display/DSDOC3x/OAI+2.0+Server, it looks like this 
command only works if you have solr as data source.

If you have the database as data source, the command should be 
[dspace]/bin/dspace oi compile-items.
