We've experienced the same problem (although UTF8/Unicode was activated within DSpace), and decided to do away with diacritics completely (in titles and surnames). End-users so far have not complained. I suspect they seldom use diacritics when entering search terms. It would be interesting to know how Google addresses this issue.
