Thanks, I sort of knew this but it helped me see where it is defining the embargo date. Now I need to figure out which things to modify so the record is visible but the bitstream not accessible. The metadata policies do not appear to have a embargo date, but when non-administrators try to look at the record they are blocked. If anyone knows which other policies I need to modify I would appreciate it.
