I asked Bill Moore that very question this week because Timor-Leste has replaced East Timor on the May 2003 DXCC Country List. He said they are one and the same for DXCC, i.e. all bands and modes credited for East Timor count for Timor-Leste. He said it was merely a name change, like Yugoslavia becoming Serbia and Montenegro, which was also new on the latest country list. I guess that means Stu's and Kan's petition has been denied.
