I don't see what's unfair about it. You chose to keep your old call when you 
moved out of your original district. For convenience, familiarity or whatever. 
Decisions have consequences.

The problem with call districts is they really don't mean anything any 
more.  For example, is it fair for me, in Colorado, to fight it out with
