By way of update, I managed to install the missing 140.dll file by accessing the Microsoft site. The new version of Update is now working fine.
I did have the very latest updates to the OS installed, but it seems that this particular dll file was not present. Solution was to reinstall Microsoft Visual C++ 2015 x86 the it all worked ok.
