I think it is a good idea, but you are right, you could not give login details, so the solution would be to re-create the google software as much as is possible and allow people to use that and keep all orders in a pending queue for application to the actual google account.
The only thing you would be missing is the keyword generator and stats and I am not sure how one would get around that being that that is pulling live from their internal databases.
