Which means your dBc references should be labelled "dB PEP" for the particular modulation. The reference to dBc is only strictly accurate for the unmodulated carrier and possibly CW. Unless you are using known modulation (e.g., 2 tone for SSB, "idle" for PSK31) there is no simple PEP to carrier reference. 73, ...
