I didn't think so, but I did a Google search on "NIST 432" and got the NIST Special Pub 432 - "Time and Frequency Services". It seems like WWVB bits 57 and 58 transmit the DST data (page 20). I have an older edition of the same publication (which is why I knew the publication number) and it is interesting reading.
