I configured OpenBSD the same as written at http://obsd.ru/ and elinks on console show all KOI8-R and UTF-8 characters correctly. Press F9 -> Setup -> Character set Select KOI8-R BTW, Setup-> Terminal options (I mean these) and save options after that. It must work.
