The recent change to the keyserver appears to be, at best, a partial success.

-----
andypugh@buster:~/linuxcnc$ sudo apt-key adv --keyserver
keys.openpgp.org --recv-key EF1B07FEE0EE663E
Executing: /tmp/apt-key-gpghome.P6fbQhjQwp/gpg.1.sh --keyserver
keys.openpgp.org --recv-key EF1B07FEE0EE663E
gpg: key EF1B07FEE0EE663E: new key but contains no user ID - skipped
gpg: Total number processed: 1

The same problem occurs with the EMC archive key too, but you have to
delete your existing key to see the problem.

There is some info on what is happening here:
https://superuser.com/questions/1485213/gpg-cant-import-key-new-key-but-contains-no-user-id-skipped

I don't know how we would go about enabling the UID.
