I have had similar problems.
I have tried other key servers. This has worked for me.
(apologies, my locale is ES)

$ sudo apt-key adv --keyserver pgp.rediris.es --recv-key EF1B07FEE0EE663E
[sudo] password for operador:
Executing: /tmp/apt-key-gpghome.S8zpknBa29/gpg.1.sh --keyserver
pgp.rediris.es --recv-key EF1B07FEE0EE663E

$ gpg --version
