If 'ethercat' is not a typo you can use command-not-found to lookup the package
that contains it, like this:
cnf ethercat
The character device was created:

and the master runs well:

How to "activate" the command line tool?
Linking the init script into PATH-Directory makes just the basic commands (start|stop|restart|status) availible.
