From what I found out, yes, invoices should be made out to:

I'd suggest emailing them to [email protected], [email protected] and
[email protected] as a minimum.
They need to be inclusive of any sales taxes (sadly PyCon UK is not VAT
registered, so tutors will have to take the tax hit if they *are* VAT
registered) and should be at £12.50 per person in the room for half day
tutorials or £25 per day for full day tutorials. I don't know who's
keeping the official numbers, I had 18 people signed up but only 14 in
the room by my count, so I invoiced for 14.
I wonder what the deal is for non-uk tutors w.r.t. currencies?
Looks like payment is annoyingly only by cheque, so make sure your
invoice includes the address where you want the cheque sent...
