I think the most important missing information regarding a possible decision is the budget plan for Italian proposal. The German one basically only appears to work if there are two major sponsors for dinner and lunch. Otherwise, they'd have to raise the delegate fees by EUR 50 and would then be closer to the Italian proposal.
