By making sure that all handled addresses, including aliases, are used
during verification.

Do you have no_verify set on your alias-handling Router?  Sounds like it
and if so then you might want to read:

The Exim Specification (spec.txt with your distribution):
 3. How Exim receives and delivers mail
  3.9 Processing an address for verification

For a vaguely normal set-up, no_verify should probably only be on
Directors providing alternative handling for a user, such as
.forward/.procmailrc handling.
