I can confirm both bugs with Mac Finale 2004. I've no idea why these problems occur: I can't make them happen with new files. A few things I noticed:

- In the TimeBug file, if I add some measures, I can change the time signature of the new measures. If I then delete the first measure and insert a new first measure, I can also change the time signature of this measure.

- The same with the KeyBug file: if I delete the first measure, then insert a measure at the beginning of the file, then turn on independent key signatures, the first measure stays in the same key as I would expect it to.

- But here's another weird thing: if I add a new staff to the KeyBug file and turn on independent key signatures for this staff, its key signature changes to two flats.

I trust you have sent these files to WinSupport: they are certainly corrupted.

Staff Attributes Tool

Double click the staff handle

Check 'Key Signature' under 'Independent Elements'

OK

The key signature for the first measure changes to two sharps.
