This is normal behaviour! This is similar to dependencies to a handful of different autoconf, PNG, or JPEG versions. Some packages do *not* work with up-to-date software, others *only* work with up-to-date software. Fink keeps a few DPKG files, and it removes or installs their contents according to descriptions in the INFO file of the new package you want to install.
