another slope?

I heard from a friend that the ATF is changing its definition of explosives
to include the "smokeless powder" used in small arms ammunition. An
industry newsletter discussing this is

It's not clear to me how this affects the regulations regarding the
manufacture, storage and shipment of ammunition and the smokeless powder
used to product it- especially after reading the ATF Explosives Industry
Newsletter at  https://www.atf.gov/file/106536/download  which includes
Smokeless Powder on its list of Explosive Materials.

However today's Addendum  https://www.atf.gov/file/109341/download  seems
to corroborate the concern mentioned in the industry newsletter cited above.
